CARE principles for Indigenous Data Governance included in Evaluation Strategy of Australian Government
The Australian Government has asked the Productivity Commission to develop a whole-of-government evaluation strategy for Australian Government policies and programs affecting Aboriginal and Torres Strait Islander people.
This resulting draft Indigenous Evaluation Strategy, released on 3 June 2020 provides a whole-of-government framework for Australian Government agencies to use when selecting, planning, conducting and using evaluations of policies and programs affecting Aboriginal and Torres Strait Islander people. The Strategy puts Aboriginal and Torres Strait Islander people at its centre. It recognises the need to draw on the perspectives, priorities and knowledges of Aboriginal and Torres Strait Islander people if outcomes are to be improved.
The Strategy has been open for written submissions by 3 August 2020 in order to be handed to the Australian Government in October 2020.
CSIRO (www.csiro.au), Australia's national science agency, is committed to the participation of and partnerships with Aboriginal and Torres Strait Islander peoples and communities and therefore sent feedback and recommendations on the draft Strategy organised around five themes: 1) Impact planning, 2) Diversity and strengths-based approaches, 3) Indigenous-led good practice and evaluation approaches, 4) Data governance and sovereignty, 5) Ethical considerations.
The work of the RDA Indigenous Data Sovereignty Interest Group is cited as part of the contribution to theme number four on Data governance and sovereignty, referring in particular to the CARE principles for Indigenous data governance released by the Global Indigenous Data Alliance Group.
